Flat would be the choice as the sun and automobiles are always in motion. By placing it flat no matter the angle or location of the sun the solar panels should be able to create some electricity. You would only angle them if you knew from which direction the sun was coming from.

In my town they’ve been replacing all the old street lights with those new LED one’s that are flat. They are white and very bright, unlike the old ones that are dim and yellow, so how do they save energy if they are brighter, and why are they flat?

LED lights are about 20 times as efficient as the old sodium lights. They make a lot more light and a lot less heat for less electricity.

It needs the surface area. If a wire was used you would need panels to focus the light on the wire so no space is saved.
