If max wattage on lamp is 60 can I use an energy saver light of less wattage even though that light is brighter than the incandescent 60 watt bulb? Or will the heat from the brighter energy saver he higher and create any fire hazard?

How can I make a Wind-Turbine powered light bulb?
I’m trying to make some energy efficient outdoor lighting for our poorly lit 5 acre yard. My idea was to have a wind-turbine hooked up to some sort of rechargeable battery that would power a light bulb during times with no wind. My only problem is how to go about making this turbine. Can anyone help me and point me in the right direction?

If I have a three light flourecent light fixture, will removing one light bulb from it save electricity/?
One of my co-workers stated that while removing the light will save on esectricity, the ballast still draws electricity, so removing a single bulb will not be efficient enought to justify labor costs.
In addition to my question, how much would the ballast use adn would it really matter if I removed the light form it? (I would be removing about 250 lights and they are 32 watts each)
