No. Shingles prevent water from coming in. Make sure you have the correct thickeness of insulation in the attic. Also make sure to check your windows and doors for leaks. Also check around pipes and look for any other areas that could be leaking air and plug them up.

no, putting a new roof on will not help. If you remove the three layers of shingles, you will see that your roof looks brand new, which you will have to due next time you replace your shingles.
suggestion is to reinsulated your attic, have a company come in and use blown insulation verses rolls. rolls are designed for walls not attics and you will be surprised it is not that more expensive to have somebody come in and do it.
