IS IT POSSIBLE TO GET 220 VOLTS FROM A SOLAR PANEL?OR EVEN 110 VOLTS?
my thought is that most solar panels charge battery then you use an inverter to produce the 110 volts.

Then your thought would be correct, solar panels produce DC voltage which you would charge batteries with and then drive an inverter from the batteries.
With respect to the other contributor although whatever voltage you get from your solar panels is not directly connected to the AC voltage, provided there is sufficient power to supply the inverter any voltage can be produced and I think that you will find that the 2 phases you refer to for 220v on mains are 120 degrees out of line not 180 as standard power generation develops 3 phases over a 360 degree rotation unless of course thats something else you have thats different in the US.

The solar panels produce DC current and the inverter converts is to AC. This has NOTHING to do with the voltage level. In the US, a 220 circuit is actually 2 110 circuits 180 degrees out of phase. Alternately. an appropriate transformer can convert whatever voltage is supplied to any desired voltage.
