The only time any power is used is when something attached to an outlet is turned on.
Newer TVs and stereo systems, and most computers, use a very small amount of power when turned off.
GFI outlets do not need to be turned on unless you need to use them. But they draw no power when not being used.

Turning the GFCI off does not save any appreciable amount of electricity. The outlet itself does not use power. Unplugging the cords may save a little but hardly enough to bother with.

The ground fault interrupter is not a load electrically. therefore turning these circuits off won’t save a dime. Your sister would perhaps do better by raising the temp at the t- stat. Wish you both the best and God Bless you both.

GFCI’s do not have to be on, except for when the outlets connected in line with it need to be used. The only GFCI’s that use any power, and I would think this is milliamps, are the ones with the light on them.

All your sister needs to do is unplug the appliances that are plugged into the gfic . The gfic recept. can only be tripped and reset so many times just like a circuit breaker.
