I use a water heater timer to turn it off when I know it is not needed. You can buy one from you home improvement store they are not very expensive. They also have a manual bypass in case you needed hot water during a time when it was set to be off. You will need to be able to do some basic wiring or have an electrician install it.

find a comfortable setting for your water heater and leave it there.Turning it up and down, unless you are going to be away for a long period of time will cost you more in the long run.

Actually it's just the opposite...you turn it down to save energy and turn it up when you need hotter water! And, yes it helps... if it is a gas heater, it's really quick, say 1/2 hour; electric, allow several hours.

Yes, absolutely. I did this in a home I was trying to sell...I turned it up an hour or two before I knew I'd be needing the hot water. You'll be surprised how much money you can save on your power bill! Just be sure to give it sufficient time to heat up-it depends on the size of the water heater.
