It does work. My aunt has an older home and a few of the windows were drafty so she painted around the entire window where the air kept coming through (it just worked as a really good seal once it dried). The only problem with doing this is that you can’t open the window back up, well unless you use some paint thinner. But ever since she did that, its a lot warmer in those rooms and the thermostat doesn’t kick on so much. So it does work as long as you don’t mind not being able to open the windows.

The trim is called casing if you take it down it will be more draftee. Cover window with plastic, it works much better.

It does work for the areas that only have a slight crack and as Rachel said you can’t open the windows or you will break the seal. For larger cracks you may have to do something like caulk or putty of some kind.

Until you can afford to, if the spaces are large enough, stuff with newspaper or cotton balls. Anything to close the gap. You can fill the spaces and use paint in addition, depending on how concerned you are about the cosmetic aspect of it. You can also buy an inexpensive caulk or sealer.
