Yes, DC [Direct Current} motors and generators are the same thing, IF they have PERMANENT magnets inside.
You can easily test any electric motor for use as a generator by attaching the two test lead probes of a Voltmeter to the two leads of the motor. Then while spinning the blade or motor shaft, observe the voltmeter. IF the voltmeter indicates some voltage, then the motor can be used as a generator if you drive the motor shaft at an adequate speed.

If you have the car, and don’t need it,
use the alternator and voltage regulator from it.
That’s the job they were designed for, and all you’ll need to do
is hook up a belt drive from your wind mill.
