This is a typical problem in two or more story apartments. Heat rises and therefore you are heating the upstairs also. Insulation will definitely help as will ceiling fans if you have enough ceiling height. If you can not install ceiling fans then you can try installing a corner shelf in each room and placing a small fan on the shelf pointing down and across the room. Run it on the slowest speed and get the smallest fan you can find, it does not take much air movement to make a big difference.

Before you go blowing in any insulation, you need to know how your lowered ceiling has been framed, to determine what kind of added weight it can handle.
Next, will your landlord allow this to be done?

I don’t believe you will see much difference in the cost of heat unless:
1. Nobody lives above you. Or, If so, They could not rely on your heat to stay comfortable. Their heated area causes nothing to insulate from.
2. You have gaps somewhere in your ceiling. Check around light fixtures.
I would suggest you look at other possibilities first, if, ,,after you consider #1 & #2
I thought to add, Only insulate in the ceiling, along the exterior walls, with batts of fiberglass. You may have a non-insulated area there.
